The US Coast Guard promulgated a final rule requiring each owner or operator of a marine facility regulated by the Coast Guard to implement a system providing:

• seafarers, 
• pilots, and 
• representatives of seamen’s welfare and labor organizations….

access between vessels moored at the facility and the facility gate, in a timely manner and at no cost to the seafarer or other individuals. 

Key Dates:

• 01 May 2019 – Final Rule enters into effect.
• 03 February 2020 – The facilities Facility Security Plan must be amended to reflect the facilities system to provide the required access.
• 01 June 2020 – Full implementation deadline.
