4-Hour Advanced Notice of Transfer – Update to Procedures
- As per 33 CFR 156.118, the Captain of the Port (COTP) New Orleans requires a 4-hour Advanced Notification for Marine Transportation Facilities transferring oil and hazardous materials in bulk.
- This requirement applies to all mobile facilities, facilities conducting multi-breasted loading for vapor control systems, and all facilities located in limited access locations that operate on the navigable waters or within the contiguous zone of the United States transferring oil or hazardous materials to, from, or within a vessel or barge with the capacity of 250 barrels or more. In addition, this requirement will apply to vessels or barges conducting midstream transfers of oil or hazardous materials on the navigable waters or contiguous zone of the United States.
- This requirement does not apply to bunkering operations from: vessel to vessel; or vessel to barge.
