U.S. Customs and Border Protection (CBP), Area Port of New Orleans has established a single repository for all manifests for vessels processed by the Tri-Port (New Orleans, Baton Rouge & Gramercy) Marine Units. Beginning November 1, 2024, all complete and incomplete manifests are now required to be delivered to the Port of New Orleans Marine Desk for processing.
- Incomplete manifests and/or export declarations must be delivered either in-person or by courier (i.e. DHL, FedEx, UPS, or U.S. Postal Service) to the CBP, Port of New Orleans Marine Desk within 4 days of clearance approval.
- Complete manifests (Countries listed in 19 CFR §4.75 (c)) must be delivered (in-person or by overnight courier) to the CBP, Port of New Orleans Marine Desk, within 24 hours of clearance approval.
Manifest Assembly:
Manifests should be presented to CBP in the below order.
- CBP Form 1302A
- Copy of vessel clearance
- Bills of Lading
- Bunker Report
Any bunkers taken must be printed on the CBP Form 1302A.
Hand Deliver:
- Manifests can be hand delivered to the Port of New Orleans Marine Desk at 423 Canal Street Suite 183, New Orleans, LA 70130. The manifests must be date/time stamped using the available machine in the lobby outside the Marine Desk and can be placed in the file tray.

- If you would like a CBP approved copy, provide an additional copy of the first page of each CBP Form 1302A, as well as a self-addressed, stamped envelope.
The Port of New Orleans Marine Desk is open 7 days a week. Monday-Friday 0800-1600 and Saturday and Sunday from 12:00-14:00. However, manifests can be dropped off and placed in the file tray of the lobby located outside the Marine Desk 24/7.
