This trade notice is to inform vessel agents and other trade stakeholders of the availability of the Electronic Export Manifest to submit export manifests through the Automated Commercial Environment.
To further streamline data collection and fully automate maritime export cargo processing, CBP introduced the Electronic Export Manifest (EEM) pilot option through the Automated Commercial Environment (ACE). EEM replaces the requirement for Document Imaging System (DIS) submissions and paper export manifests (CBP Form 1302A). CBP Headquarters is striving towards nationwide EEM participation by April 1, 2024, however the Area Port of New Orleans feels that transitioning now would benefit all parties involved and eliminate hardcopy document deliveries. Most, if not all, applicable parties in the Area Port of New Orleans should already have ACE account access associated with VECS or other trade related functions.
Stakeholders are highly encouraged to apply for EEM access, start to familiarize themselves with the data points involved, and begin to transition into the EEM environment to submit vessel export manifests. Applications for new participants in the ACE Export Manifest for Vessel Cargo Test must be submitted via email to CBP Export Manifest at cbpexportmanifest@cbp.dhs.gov. In the subject line of the email, please write “ACE Export Manifest for Vessel Cargo Test Application.” Applications will be accepted at any time during the test period. Written comments concerning program, policy, and technical issues may also be submitted via email to CBP Export Manifest at cbpexportmanifest@cbp.dhs.gov. In the subject line of the email, please write “Comment on ACE Export Manifest for Vessel Cargo Test.” Comments may be submitted at any time during the test period.

Please note that Louisiana Vessel Agents inquired about automated vessel export submissions during the automated vessel entrance and clearance system [VECS] training held in September 2023. Enrolling in the Electronic Export Manifest [EEM] pilot is the venue for vessel agents to automate export submissions.
