Per the Safe Navigation Committee of Louisiana state-commissioned river port pilots:

Effective immediately, the Louisiana state-commissioned river port pilots have recommended that when the river stage is 12 feet or above on the Carrollton Gauge that vessels of 30 feet or greater should not anchor at 9 or 12 Mile Anchorage.
Additionally, a minimum of 1000 feet between anchored vessels should be maintained.
As a result, those Louisiana state-commissioned river port pilots who are shareholders of the Crescent River Port Pilots’ Association have instructed the Association to recognize the aforementioned recommendations in connection with dispatching its shareholder river port pilots.
Nothing in this recommendation shall limit a pilot from anchoring a “prohibited” vessel at 9 or 12 Mile anchorages in emergency cases.
