The attached Trade Notice allows all vessels currently in port an additional 72 hours to depart without having to surrender the clearance to customs. 
This allows all vessels the ability to sale until midnight on Wednesday without having to contact CBP. 

SUBJECT: Tropical Storm Barry-Extended Delay in Departure

 
Blanket Delay in Departure:
The CBP Area Port Director has extended a blanket Delay in Departure for those
Vessels unable to depart the lower Mississippi River because of U.S. Coast Guard River
Closures due to Tropical Storm Barry.
 
All vessels currently held in port due to river closures have 72 hours (Midnight Wednesday, July 17) to depart without having to surrender and cancel previously granted clearances.
