The USCG COTP has issued the below Marine Safety Information Bulletin (MSIB) in regard to the Regulated Navigation Area (RNA) Enforcement.
Note that the RNA includes portions of the GIWW including the Harvey and Algiers Canals.
Any vessel within the RNA (See the MSIB) must make plans to evacuate the RNA unless moored at a facility with an Annual Hurricane Operations Plan.

Regulated Navigation Area Enforcement

The Captain of the Port (COTP), Sector New Orleans has ordered the enforcement of the Hurricane Regulated Navigation Area (RNA) beginning on July 10, 2019 at 1600 local time under Title 33 Code of Federal Regulations (CFR) 165.838. The RNA includes the following areas:

  • The Gulf Intracoastal Waterway (GIWW) from Mile Marker (MM) 22 East of Harvey Locks (EHL), west on the GIWW, including the Michoud Canal and the Inner Harbor Navigation Canal (IHNC), extending north ½ mile from the Seabrook Flood Gate Complex out into Lake Pontchartrain and south to the IHNC Lock.
  • Harvey Canal from the LaPalco Bridge south to the confluence of the Harvey and Algiers Canals, and the Algiers Canal from the Algiers Lock south to the confluence of the Harvey and Algiers Canal.

All vessels shall make immediate preparations to evacuate the RNA if not moored at a facility with an Annual Hurricane Operations Plan.

If unable to comply, vessels shall contact the Waterways Management Division at SecNOLA-WPM@uscg.mil with the mitigating efforts they will take while remaining within the RNA.
