SUBJECT: TBT-03-017 Canada Export Permit/Certificate of Eligibility Change

BACKGROUND:
In accordance with the North American Free Trade Agreement, the Canadian Department of Foreign Affairs and International Trade (FAIT) informed Customs and Border Protection in a letter dated May 13, 2003, that the Export Permit/Certificate of Eligibility would be changed.

Effective June 3, 2003, the Canadian Export and Import Controls Bureau will implement a new automated system known as the Export Import Controls System (EICS) to replace the existing Import Permit Processing System (IPPS). With the implementation of EICS, a new Export Permit/Certificate of Eligibility will be established, which will no longer be printed on multi-part forms nor will it have a unique form number. The brokers and/or FAIT will print the new Export Permit/Certificate of Eligibility on standard white bond paper. The format of the Export Permit/Certificate of Eligibility will not change significantly from the form currently generated from IPPS.

ACTION:
Effective June 3, 2003, the Canadian Export Permit/Certificate of Eligibility will be issued via a new automated system, EICS. Please note that for a period of 30 days, both Export Permit/Certificate of Eligibility formats will be valid.
