Because many of you have asked when the NOBRA High Water Restrictions will be rescinded; here is the language from their notice:

Due to the river reaching sixteen (16) feet at the Carrollton Gage, the following
restrictions will be implemented at 1200 today, February 27, 2019.
 
1. Mile 233.0 AHP to Mile 90.5 AHP, south bound vessels will be daylight only; 1
2. Mile 170.0 AHP to Mile 232.2 AHP, all vessels will be daylight only; and
3. Vessels anchoring in NOBRA’s area of responsibility with a draft of 35 feet or greater
shall maintain a pilot on board while at anchor to insure safety of the vessel.
 
These emergency procedures shall remain in effect until the Baton Rouge Gage has a
reading of 40 ft. and falling in combination with the Carrollton Gage reading 16 ft. and falling.

A vessel underway prior to the expiration of daylight encountering the expiration of daylight or other unexpected overriding river condition may continue to its intended destination or a safe alternative destination as determined by the pilot assigned to the respective vessel. All efforts shall be made by the pilot to minimize night time vessel transit. See Title 46 — Professional and Occupational Standards. Part LXX. River Pilots, Subpart 3. RE: 2019 High Water Restrictions Dear Captain Hathom:

The Board of Examiners for New Orleans-Baton Rouge Steamship Pilots for the Mississippi River (hereinafter “Board of Examiners” or “Board”), is the sole competent pilotage authority statutorily created for the purpose of regulating, supervising and overseeing the NOBRA pilots asauthorized by La. R.S. 34:1041, et seq. and Title 46- Professional and Occupational Standards, Part DOC. River Pilots, Subpart 3. Board of Examiners for the New Orleans and Baton Rouge Steamship Pilots, et seq.

This Board is charged by the Louisiana Legislature with the responsibility of promoting the health, safety and welfare of the citizens of the state of Louisiana and maintaining safety of maritime commerce along the Mississippi River. Due to the safety sensitive nature of the duties performed by state commissioned NOBRA pilots, this Board has a strong commitment to the public and maritime industry.

Therefore, in order to further enhance the safety and well being of the citizens of Louisiana, as well as to prevent any imminent peril to public health, safety and welfare, and to achieve and maintain reliable, safe and efficient pilotage services, effective immediately, this Board implements the following Mississippi River restriction:

1. All vessel travel, north bound and south bound, on the entire NOBRA route between Mile 88.0 AHP and Mile 234.0 AHP shall be daylight only’.

A vessel underway prior to the expiration of daylight encountering the expiration of daylight or other unexpected overriding river condition may continue to its intended destination or a safe alternative.

This emergency procedure shall remain in effect until further notice.
