From CBP:

We have been receiving numerous questions regarding the regulation with requires foreign entrances/clearances to be translated into English. Let me clarify-
  • This topic was discussed at the recent Vessel Agents’ training.
  • This requirement is not new.
  • There is no “approved” list of translators.
  • All foreign documents must be translated into English.
This is a REQUIREMENT for doing business. “

Per 19 CFR 4.7 and 141.86, all documents presented to U.S. Customs and Border Protection (CBP) Port of New Orleans will be in English. If any document is in a foreign language, an English translation must furnished with the original document, and any required copies.

This particularly applies to all documents required for carrier entrances/clearances as well as cargo clearance documents, i.e. invoices, etc.

Issues with translations may be directed to the Trade Enforcement Team Supervisor in New Orleans or the Baton Rouge, Lake Charles, Morgan City, Gramercy and /or Shreveport Port Directors.

Questions regarding this Southern Currents may be directed to Trade Chief Denise Emmer at denise.emmer@cbp.dhs.gov or at (504) 670-2052.
