SUBJECT: Procedures for vessels arriving from and departing for Cuba

ACTION:
Vessels arriving from and departing to Cuba are required to present a copy of the license that authorizes the vessel to conduct export transactions with Cuba. These licenses are issued by the United States Department of Commerce, Bureau of Export Administration in Washington, DC.

All licenses that authorize the vessel to trade with Cuba must be submitted either by fax or in person along with the CF 3171 for the vessel entrance/clearance. This includes

specific licenses that are issued to the vessel and for all cargo being exported. In the case of a “Clearance only” the specific licenses must be submitted along with the

clearance only CF 3171. The CF 3171 must clearly indicate the export transaction with Cuba in the appropriate blocks provided for on the form, i. e. block 6, arriving from and block 10, itinerary of the vessel.

Customs will validate the license and return copies of same to the vessel agent for presentation along with the complete clearance of the vessel. You are reminded that in accordance with 19 CFR 4.75 (c), a complete outward manifest is required for vessels departing for Cuba.
